Trotzdem soll die Kaiserliche Flotte noch einmal auslaufen – zu einer Schlacht gegen England. Doch die Matrosen wollen sich nicht opfern lassen. Am 1. November treten sie in Streik. Soldaten schließen sich an. Aus Meuterei wird Revolution: Am 9. November erzwingt ein landesweiter Generalstreik die Abdankung des Kaisers, der nach Holland ins Exil geht. Der Sozialdemokrat Philipp Scheidemann tritt an ein Fenster des Berliner Reichstags und ruft die Republik aus.
